Creation and application of “Personnel Account System” in the State Social Protection Fund of the Republic of Azerbaijan

During its activity SINAM became a system integrator on implementation of unique and scaled projects in the information technologies field. High skilled team and close cooperation with world IT leaders let SINAM Company to realize a number of large projects on different directions. During its activity SINAM Company has developed several projects on creation of the information systems of different scale since several working stations to geographically distributed systems with hundreds working stations. Important aspect of the SINAM activity is a complex approach to the problems' solutions of client. Each customer will be given wide number of services fully meeting their necessities. SINAM Company and its clients support relations created during the cooperation based on high level confidence. We are charged with issues of various technological issues of high level complexity serving to the business. SINAM Company's staff consists of 100 competent employees having knowledge of full spectrum of proposed equipment and technologies as well as practical skills of project realization. While implementing projects in IT field SINAM Company proposes the most optimal solution and assumes the responsibility for processes implementation for meeting the projects goal. Among realized projects, SINAM Company especially marked the following which by its complexity and coverage is the example of high level of competence of SINAM team.

Information systems for the State Customs Committee

of the Republic of Azerbaijan

The project on informatization of the State Customs Committee of the Republic of Azerbaijan is realized since 1999. In the framework of this projectSINAM installed a number of information systems as well as data transmission network through the whole republic.

Establishment of the Data Transmission Network

From 1999 to 2001, upgrading the data transmission network and expanding network coverage were ensured within the scope of the project. The electronic transmission of the data from customs checkpoints to the SCC began in 1995, using standard dial-up telephony. The system was inadequate to the task. It did not provide a sustainable connection nor reach all border checkpoints. It must be also noted that information exchange among checkpoints was impossible, and the entire operation was being conducted through a single server of the SCC.During the two years of implementation of the first phase data transmission network of customs systems were renewed step-by-step.

With the help of modern telecommunication equipments, radio channels and "frame relay" technologies, online information exchange between SCC and the customs checkpoints in Khachmaz, Tovuz, Astara, Ganja, Yevlakh, Ali -Bayramli, Bilasuvar and Khudafarin were ensured. Online regime covers Samur, Yalama, Boyuk Kasik, Siniq Korpu, Masalli and Lankaran border and internal checkpoints as well.

During the second phase of the project, the Nakhchivan Autonomous Republic, Balakan, Sumgait and Bina checkpoints were connected to the general information database and continuous information exchange system was established.

Information systems developed in the framework of this project are the followings:

CCRCS - Computerized Customs Registration and Control System

Information booth - information system based on normative and legislative base of Azerbaijan Customs Committee

Anti-Smuggling  - automated system for registration, control and analysis over custom violations;

Temporary storage warehouse - automated system for registration and control over importable/exportable goods and transports, registration of free space in the warehouse and goods accomodation.

Systems are created on the relational database basis of client-server technology of DBMS - Oracle Server Enterprise Edition v9.i. Access rights procedures and user functions of the system are delimited on the DTMS level.Client part of the system is based on Windows operational system and has easy user interface in Azeri with the opportunity to support other languages thanks to UNICODE standard.

CCRCS

By means of CCRCS local databases are created on the customs posts which in turn are transmitted to unique central database of the State Customs Committee. CCRCS is intended for automation of filling in, registration and control processes of cargo customs declarations as well as for ensuring transparent process of registration of customs declarations. Additional software consists of two basic modules: "Broker" and "Custom body".

"Broker" Module creates e-document according to the principles and laws of custom bodies. Apart from the built-in principles user could utilize "Information booth" system for familiarization with referenced base of State Customs Committee by online regime with ORACLE server. Is being developed the module activity which would allow user distantly fill in declaration via Web-server.

"Custom body" module provides multi -use step-by-step examination of e- document. Each user's activities are defined by the document status, stage priority, and user's rights. E -Documents' transmission depends of decisions on every stage; comments and inspectors' decisions are written down to mistakes protocol which are accessible to broker for declarations correction. System allows providing transparent process of customs declarations transparent registration as well ad examination by means of monitoring. This option visualizes in chronological order the process of declaration transmission from one stage to another and visually demonstrates in what departmentand state of condition the declaration is.

Anti-Smuggling

Anti-Smuggling System is the Database and Application Software for Automated Registration and Control of the Customs Law Violations. This System is the base for Risk Management System. According to the statistical analysis, there are defined groups of importers, exporters, countries, types of transport and goods (with greatest risk on the import of narcotic and other illicit goods) and currencies. In this system is designed the Report Generator.

Automated system for registration and control over violations is the information system with local databases in regional customs posts and central database in State Customs Committee. Additional software for this system is meant for registration, calculation and analysis of Azerbaijan customs law violations. Additional software of client part realizes inputting the data into the regional database, statistical analysis of data, registration of activities implemented towards lawbreakers. On entering the data it is being realized the control of it on compliance to classifiers and inquiry base of custom bodies. Data analysis is been realized in the system. On the basis of the data analysis it is defined the groups of importers, exporters, countries, transport and goods types which present the worst risk of importation of drugs, contrabands and currency. Analysis results are presented like reports either in standard forms or in optional according to chosen parameters formed by reports producer. Presently development of Risk Management system which would apply all databases of earlier developed systems have been started.

Temporary Storage

Automated system of registration and control at the customs is the information system with local databases developed on the Oracle Server Enterprise Edition v9.i DBMS and successfully used on Oracle lOg DBMS. Program was developed for State Customs Committee but could also be applied for introduction of automated account in any similar institutions Temporary storage warehouses. This system provides an account of all transport facilities entering terminal premises either charged or not. Each charged transport facility is granted by definite parking place.

The system observes parking condition, makes free when transport facility leaves terminal premises, brings information about parking fullness at the given time. If the decision on transport unloading is being made then appropriate documents are to be prepared. System provides necessary information about the movements and current rests of the goods in the warehouses as well as about warehouse structure (sections, premises, shelves etc.), storage rates. "Placing in warehouse" module observes occupied and free sections, sections' capacity; during the unloading this system controls the quantity and gauges of unloading goods according to available section dimensions. It's also possible to look through the list of stored goods at the given time, stowage place atthe warehouse, storage time and fees for the storage. Created systems could be utilized by other institutions and the software could be specialized in accordance with their requests.

Personnel Insurance Account System in the State Social Protection Fund

of the Republic of Azerbaijan

Personnel Insurance Account (PIA) System is being developed for the needs and by request of the State Social Protection Fund of the Republic of Azerbaijan in connection with transition of the social insurance system to accumulative principles. In the framework of this system the following issues should be addressed:

  • registration of the working part of the population;
  • registration of the persons engaged on entrepreneurship ;
  • account and control over the seniority, privilege, extra charges, payments according to the normative legislation;
  • pension calculations according to the "working" history of each insurant;
  • providing by the request necessary information for each insurant.

Objectives define requirements to the database: database should hold identification data about all registered persons as well as information on monthly extra charges for each insurant through his entire working activity database capacity is enormous. Therefore, in the system it is envisaged creation of aggregated tables, database showcases as well as back-up archives. It has been developed the technology of database generation at each level. Database operates under Oracle 9 Enterprise Edition DBMS.

Establishment of a PIA system will cause extensive document processing represented in both paper and electronic. For the efficient data processing three levels were created in the system: rayon, region and centre. Databases are created at the regional and central levels. From the XML-files processed on compliance to control rules and data consistency atthe regional level, it's been generated regional database holding information about only several districts.

"Correct" XML-files are transmitted to the central level where after examination through the entire central database it's been generated central database holdingfull information through the republic. XML-files with mistakes are been formed into log-files with mistakes descriptions to be transmitted to the XML-files source. XML-files sources are the regional scanning centers (paper forms are been scanned, identified, verified and exported into XML-files). XML-files could be also created directly in the districts and by employers by the means of special software. They are transmitted at the regional level by FTP. In the districts departments' database would be created from XML-files in the source of which is given district; and the information of which was written into the central database (XML-files would be transmitted to the districts by any possible for this district means: by FTP (on -line or dial-up) or directly by e-information carrier). Information synchronization at each level would be made by distribution of information synchronizing packages according to the rules defined by the pension fund. Databases operate under Oracle 9 Enterprise Edition DBMS which let to successfully realize all objectives.

Project on localization of Microsoft projects

On June, 2006, SINAM Company concluded the Glossary and Language interface pack master development services agreement with Microsoft Corporation. According to this agreement SINAM Company provides localization of Windows Vista OS and new Microsoft Office 2007 pack into Azeri.

It should be mentioned that within the framework of this agreement activities on the creation of Azeri Glossary (commands and words used in the Microsoft products), language interface pack and Azeri Polichek (words and phrases which are not recommended for inclusion in the localized Microsoft products) has been implemented. For successful realization of this project SINAM attracted linguists and ICT experts as well as state bodies responsible for ICT development in the country.

It should be noted that it was reached an agreement on free of charge installation of localized Microsoft products in the Azerbaijan schools.

National e-Governance Network Initiative project

The agreement on the National E-Governance Network Initiative project was signed between the UN Development Programme (UNDP) and the Ministry of Communications and Information Technologies. The project demonstrates continuity of public policy in the development of ICT and indicates positive achievements in this direction. Creation of the data transmission network is realized by application of Alcatel equipment by SINAM Company winner of the tender.

The main objectives include active involvement of community in ICT use, acceleration of the establishment of e-governmentand provision of transparency in governmententities.

The National E-Governance Network Initiative will support efficiency, transparency, and accountability in the public sector through the rapid and coordinated expansion of e- governance systems and policies that enable them to contribute to the delivery of services and protection of rights.

The project consists of four key outputs:

  • Creation of a National Internet Infrastructure and E -Government Network;
  • Establishment and adoption of a Civil Service Code of Practice on privacy and protection of data, and security of state computer systems;
  • Appropriate training of trainers to ensure widespread compliance with the Civil Service Code of Practice throughout all levels of governments;
  • Creation of a high-level government information portal, and pilot Citizen - to-Government information access kiosks in six regions of the country.


Currently, the National Internet Infrastructure (AzDATACOM) within "National E - Governance Network Initiative" project is being established. According to the agreement, the AzDATACOM network will be installed through up-to-date equipment of AlcaTel. This equipment will provide the basis for a rapid transmission network in Azerbaijan. Data exchange in Baku will be equal to 10 Gbs. In the regions 1-10 Gbs will be available. The network will provide opportunities for state-of-the-art tools for e-government, e-business, e-education, and e-health. The AzDATACOM network will provide real opportunities for eliminating the digital divide in Azerbaijan.

Information and analytical system for decision-making in management field

The main objective of this system is creation of unique information base by applying statistic information from different sources, automation of information analysis, visualization of analysis results in the form of different tables and diagrams, making different forecasts and creation of flexible decision -making mechanism by applying obtained results.

Application of system will create the following opportunities:

  • Automated collection of information locally;
  • Reliable and secure information transfer to central server;
  • Central Data Base Management (search, input, edit, archiving);
  • Receiving analytic reports on the basis of requests;
  • Statistic information analysis by applying MS Business Intelligence technology, its visualization in the form of tables and diagrams;
  • Defining indicators for different objects by applying Fuzzy Logic Theory, ranking the mentioned objects on the basis of obtained results and creation recommended model, flexible decision making and control, development of predictable results;
  • Providing country president with immediate information on social and economic conditions within republic, thus allowing him to undertake appropriate acivities;
  • Opportunity for information interchange between government on the one hand and population and business organizations on the other.

The following advantages will be achieved as a result of implemented activities:

  • increase of interaction immediacy between social and economic processes participants state bodies, business organizations and population;
  • making immediate and qualitative management decisions in the stuctural departments of management bodies of state and private sectors;
  • carrying out generalized account of information received from the different economiy fields.


SINAM also has introduced solutions in the projects of different complexity.

They are the followings:

EU project on «Implementation of Economic Strategy

and Pay Policy for the Budget Sector"

In the framework of this project SINAM Company applied "Information System for the Management of Civil Service Personnel" in the Republic of Azerbaijan. Information system was introduced in 2004-2005 in the Executive Office of the President, as well as in the Ministry of Transport, Ministry of Education, Ministry of Youth and Sport, Ministry of Industry and Energy, Ministry of Economic Development, Ministry of Health, Ministry of Labor and Social Protection, Ministry of Ecology, Ministry of Agriculture, Ministry of Communications and Information Technologies, Ministry of Culture and Ministry of Finance. This system allows realizing an e-exchange of information about state servants between these ministries and central database installed in the Executive Office of the President of the Republic of Azerbaijan. Presently all the information about state servants is successfully transmitted from the ministries to the central database. With the purpose of full operation of the information system SINAM Company installed in the aforesaid ministries a network and all the necessary equipment.

Project on the education field development

In the framework of this project SINAM Company introduced "Management structure and staff potential" software in the Ministry of Education of the Republic of Azerbaijan in 2004-2005. This software was installed in the 11 administrative districts of Baku as well as Sumgayit, Ali -Bayramli, Ujarand Ismayilli. System is intended for the management of the staff database; and for the creation of exchange with central database installed in central office of the ministry. In all institutions where this software had been installed appropriate trainings were held.

Project on the creation of networks for educational training centers

Delivery of equipment and installation of the network have been made for scientific-training centers in Baku and Sumgait. Within this project remote LANs have been connected by means of high-speed radio-bridges. CISCO Routers, Lucent Technologies radio-bridges, and other equipment have been used for connection of the remote networks. As a result of this project's implementation TCP/IP Network with Internet connection has been created.

PABX for the State Oil Fund

SI NAM Company was announced as winner of the tender on installation and support of PABX in State Oil Fund of the Republic of Azerbaijan. Installation of Avaya Definity PABX and its integration with the system of voice registration with a view of security issues was also successfully realized by our company. Double-sided satellite earth station was put into action in the State Oil Fund. Using the Loral Skynet TelStar1 2 Satellite repeaterless satellite link with North America was established.

Azerbaijan Payment Utility Service (APUS) system

The concept behind APUS is to enable utility subscribers to pay their bills through wide range of channels (Internet, contact points, phone, ATM), institutions (banks, utilities and post office) and through variety of payment methods. It is believed that better customer services would increase the level of utility fees collection, increase receivables rates and drive the customers to use new financial products and services.

APUS solution is based on CheckFree i-Series product, which is customizable e- billing, e-statement and payments solution used by more than 200 companies in 23 countries. High -level context of the APUS system is shown on the following schema. The figure shows the communication channels by which the utility subscriber could use the payments utility service and it also depicts data flows between the APUS and its partners' systems (banks, utilities, post-office, other NBA systems):

APUS solution based on the CheckFree i-Series is designed to support both subscriber and administration services.

Subscriber services

Subscriber would be able to access APUS by contact points (information and payments windows), APUS-enabled ATMs or Internet. Utility customers would need to register for APUS service personally by visiting one of the contact points (information and payments windows), after registration they could use the other communication channels too. The system would support the "information and payments windows" by these key processes:

  • Registration of subscribers under unified registration number and selection of payment method used;
  • View and print of subscribers invoices and accountstatements (bill presentment);
  • Initiate cash payments, credittransfers, card payments and direct debits;
  • Printing a valid receipt for the payment made;
  • Update the range of APUS services (add or delete the subscription to utility company) and,
  • the preferred means of payment.

Subscribers would be also able to view and settle their invoices by ATMs where the APUS service is available for use. Moreover, the subscribers could view and pay their invoices and statements through Internet by using secure authentication. Information regarding invoices or statements can be received by usinge-mail services. The solution would enable customers to be notified by e-mail about important events regarding their accounts (e.g. notification about new statements).

Information and payments window - contact points placed in financial institutions, utilities, post office or other partners connected to APUS. On these contact points tellers interact with clients and work with the APUS system. This channel is used for all customer facing processes - registration, bill payment and bill presentment. Contact points are equipped with printer and optionally with POS terminal.

ATM (automated teller machine) - enabled by the banks to provide bill presentment and payment services.

Internet (APUS portal) - after authentication, the utility clients could view their account details and view and pay their bills on-line.

E-mail notification - the subscribers could get notifications about generated invoices.

Administration services

The system will enable the payments utility service to establish and maintain a secure database of subscribers and their billing data (invoices and account statements). It would also store other relevant data - information about partner utility companies, banks and other institutions participating in the APUS service.

"KUR" - The first factory on conveyer production of computers

in South Caucasus and Central Asia

SINAM Company is the one of the cofounders of the "KUR" factory - the biggest factory on the assembling of computers in the South Caucasus and Central Asia regions. "KUR" is the first factory engaged on the conveyer production of computers. "KUR" is situated in the Mingechevir city - central region of Azerbaijan which was the one of the industrial centers of the former USSR.

"KUR" factory was founded in 2005 within the framework of realization of the Presidential Program on development of the Azerbaijan regions. The factory is equipped with the newest technologies for producing and assembling of electronic equipment and computers. Only the licensed components from the well -known producers are used. The special attention is paid to the process of testing and verification of the prepared products on conforming to the requirements of the standards. Before creation this factory, European and Taiwan experiences on industrial processes organization and new hi-tech products delivery to the markets has been studied. There is a heat-chamber at the factory that tests the quality of output products. It should be also mentioned that the employees of the company actively work on creation and introduction of innovative and alternative technologies.

Industrial capacity allows producing of about 140 computers daily. On March 14, 2006 KUR MEE LLC have received ISO 9001 -2000 certificate for International Management System. The production area is also ISO 9001-2000 certified. KUR computers are compatible "Designed for Windows XP" and "Designed for Windows Vista" logo program.

The goal of the company is to enter the world market, and it confidently goes to this aim: the enterprise has a wide market of sale, is the market leader in Azerbaijan and conducts the proper work to enter the foreign market.
